5/15/2020 Update

On Friday, May 15, Governor John Carney released guidance for Phase 1 of Delaware’s reopening. The plan provides general and sector-specific guidance for Delawareans and Delaware businesses. Phase 1 will begin on June 1.

Delaware is implementing a rolling reopening of the economy, permitting establishments to open if they can do so safely in accordance with guidance from the Delaware Division of Public Health and the CDC. As Delaware enters Phase I, Delawareans must still wear face coverings in public settings and Delawareans and Delaware businesses also must adhere to strict social distancing requirements and follow basic hygiene practices, including frequent hand washing.

In other news, the Delaware General Assembly is planning to reconvene via Zoom later this month. The House will convene virtually for the first time on May 26, and the Senate will convene the following day. More virtual sessions will be announced in the coming weeks. The General Assembly will only be working on the budget and COVID-related bills.
