Governor Carney Announces Phase 2 to Begin on June 15
Governor John Carney announced that Phase 2 of Delaware’s economic reopening will begin at 8:00 a.m. on Monday, June 15. Retail establishments, restaurants and other businesses that were permitted to open at 30 percent of stated fire capacity in Phase 1 may expand to 60 percent of stated fire occupancy in Phase 2.
Child care facilities will be allowed to open for all Delaware families during Phase 2, with restrictions on group sizes and additional social distancing and cleaning protocols. The Delaware Division of Public Health (DPH) continues to encourage Delawareans to telework during Phase 2 of the economic reopening. Delaware families who can keep their children at home during Phase 2 of the reopening are encouraged to do so, to help limit group sizes and prevent transmission of COVID-19, according to public health guidance.

Delaware Adopts Latest IECC and ASHRAE Standards
Delaware has adopted the 2018 IECC for residential and the 2018 IECC/ASHRAE 90.1-2016 for commercial construction, effective June 11, 2020 (with a 6-month phase-in period). The Rule also deletes all of the weakening amendments that were included in Delaware’s previous code, which was based on the 2012 IECC. Most significantly for us, DNREC decided to implement the 2018 IECC’s air leakage maximum of 3 ACH50, in spite of builder opposition.

DNREC E2I Program
The Delaware Dept. of Natural Resources and Environmental Control (DNREC) has grant funding available through the Energy Efficiency Industrial (E2I) program to help large energy users make their operations more energy efficient through innovative upgrades.
This funding is available to Delmarva Power & Light customers whose annual consumption is greater than 10,000 MWh and/or 95,000 MMBtu annually. Projects that result in reduced electricity and/or natural gas consumption will be considered for funding. This grant program can cover up to 30% of a total project cost for qualifying upgrades.
VEIC is assisting DNREC with E2I outreach and support. They have scheduled an informational session on Wednesday, 6/10 at 2pm to share more about the program details, eligible energy-efficiency measures, and support our organization can provide to help expedite the application process.
